Parking Review conducted in Lakefield
July 14, 2017
BY TERRY GILLIS & TERRY McQUITTY
As part of the planned Charlotte Street upgrades in Lakefield, Selwyn Township conducted a Parking Survey last Friday and Saturday. In planning for the Charlotte Street work, the Township wanted to take the opportunity to look at ways to improve and consolidate parking – not just at Charlotte Street but for Lakefield’s downtown itself. They hired Tranplan to help with this parking review.
Tranplan also conducted an on-site survey of parking and pedestrian patterns, made notes on where cars are parking and for how long, as well as noting pedestrian patterns etc. Tranplan also placed some stationary cameras in key locations to capture parking patterns to assist with the review.
On Friday, Tranplan used Lakefield Foodland as their base location, but had staff driving and walking the downtown core to determine driving and parking patterns within the village.
Seo-Woon (Swan) Im of Tranplan told the Herald that there are three “E’s” to parking and they are engineering, education and enforcement. Swan said that Lakefield had none of the above. This is the main reason for the parking review and once all the data is collected Tranplan will submit a report confirming if there is a parking problem in Lakefield or simply a perceived problem.
Currently, Selwyn’s engineer is working on plans to improve Charlotte Street that will include a complete road re-build and water and sewer infrastructure upgrades. While this road improvement is something that everyone wants (and yes, the Township acknowledges that the road is in terrible shape) the Municipality is taking into consideration that the construction means disruptions to traffic and parking etc.
The actual work is not expected to start until 2018 and most affected businesses seemed to feel that it would be better to start the construction as early as possible in the spring so that the majority of the work will be complete by early July before the busy tourism season gets into full swing.
As mentioned once all of the data from the surveys, the on-site observations and camera data is reviewed, Tranplan will make some recommendations about ways to consolidate and improve parking.
